We're talking underwater right?? I would say Ruban's arrow would go further. Apart from the fact that I think it would be easier to shot an arrow than swing a golf club in full diving gear I think a bow would impart it's energy more efficiently than trying to swing a golf club.
Though, out of curiosity, do you know the answer to this??

arrow i reckon
a golf swing involves large bodily movement which would be slowed by the water resistance whereas the archery release involves very little movement of the body - obviously the limbs would meet resistance but i GUESS their relatively small area and relatively high speed compared to a golfers arms and club head would help to counteract this ? and my non-science brain also thinks that despite the dimples a golf ball might suffer more in terms of hydrodynamics compared to an arrow (i WOULD be tempted to get ruban to use a bareshaft though just in case the vanes balls it all up) someone call brainiac - this needs testing !!! slainte : rob

and is the surface area of the bow limbs (resistance) less or more than a golf club?

Woods could breath through a SCUBA system and still swing a golf club.
Ruban would have to take his mask off to anchor and would more likely drown ! |

Given time the Tiger Woods would win Victor would win staright away but his arrow would become embedded in the sea floor while Tiger Woods golf ball would be carried with the under water sea currents.
Also I'm thinking at those pressures the arrow would collapse in on it's self. I'm going mad.
